Parking Contract and Guidelines

This is your parking contract. Please read it carefully. It provides the guidelines you must follow. These guidelines have been designed to provide safe, cost effective and efficient parking. This helps keep your parking fees low while giving you a high level of service and convenience. By following these guidelines everyone benefits. Monthly permits will be mailed via first class mail after an application has been approved; which is usually 24-48 hours. Permits usually take approximately 3-5 business days to arrive

Permit Usage

Monthly Metrolink parking permits are intended for Covina Metrolink Parking Complex patrons using the Metrolink system, Foothill Transit System, METRO system, or participating in a ridesharing pool. A Covina Metrolink Parking Complex patron is defined as one who proceeds directly onto the platform or to a bus stop to ride transit, or one who proceeds directly to a carpool or vanpool for transportation purposes. Should it be determined that the holder is using the permit for other purposes, the permit may be revoked and a citation may be issued to the vehicle. Permits allow riders to park in any space within the designated parking area. Holders may park overnight only if authorized to do so and only in areas specifically designated for overnight parking. Additional guidelines and terms may be found on signs posted at each parking facility. Monthly Municipal parking permits are intended for Downtown Covina residents, business owners, merchants and employees. Should it be determined that the holder is using the permit for other purposes, the permit may be revoked and a citation may be issued to the vehicle. Parking permit decals remain the property of the City of Covina and are not transferable to another party. Permits are only valid in vehicles belonging to the individual to which the permit is assigned. All parked vehicles shall display a valid permit and valid registration. Permits must be displayed hanging from the vehicles rear view mirror or flat on the driver’s side dash. Permit number, barcode and type must be visible and readable in order to be valid. Vehicles parked without valid permits will be cited and/or towed at the owner's expense.

You Park at Your Own Risk

Individuals park at their own risk. Please lock your vehicle. The City of Covina shall not be liable for any risk, or loss of, or damage to, property of individuals, including vehicles or the contents therein, which may result from the use of parking services or facilities. No express or implied bailment is intended or created.

No inoperable vehicles, vehicles leaking oil or other fluids or vehicles undergoing repair may be parked at the Metrolink station or Cucamonga Canyon. Vehicles that experience mechanical failure must be removed immediately.

Parking permits are not transferable to another party and are valid only on the vehicle(s) to which it is assigned. Vehicles parked without a valid permit or registered license plate may be immobilized at the owner's expense

Payment Terms

Parking permit fees will be charged to your credit card through an automatic debit on a monthly basis. Automatic debit should occur on or around the 18th of each month and is payment for the coming month. If for any reason your payment cannot be debited, you will be sent an email to the email address you provided in your parking registration, indicating next steps to correcting the issue. You will have until the 1st of the coming month to correct payment arrangements. If no payment is confirmed by that time, your permit will be cancelled and your permit number will be made invalid. In order to reinstate your permit you will need to provide correct payment information and pay a $4.95 reinstatement fee.

Lost or Stolen Permits

Lost or stolen permits must be reported promptly by doing one of the following:
  • Send an email to customerservice@permit-sales.com. State your full name as it is registered with us, provide your full permit number (if you know it) and your lot location, and state that your permit was lost or stolen.
  • Call (626) 498-8018 and state that your permit was lost or stolen.
Once a report is filed, your lost or stolen permit will be cancelled and the permit number will be made invalid. You will then be issued a new permit number and your new permit will be mailed to you. All permits take about 3-5 business days to arrive in the mail.

Cancelling a Parking Permit

Permit cancellation must occur before the 15th of the current month. Only after you receive a confirmation email will your permit be cancelled. Failure to cancel by the 15th of the current month will result in charges for the following month.
If you would like to cancel your parking permit, send an email to customerservice@permit-sales.com. State your full name as it is registered with us, provide your full permit number (if you know it) and your parking location and that you would like to cancel your permit for the specified month. All cancelled permits must be returned to the City of Covina, Permit Center, PO Box 22814, Denver, CO 80004

Certification and Acknowledgement

By use of this site and the purchase of a permit, I certify that I have read the above and understand my responsibility to comply with State of California and City of Covina rules and regulations. I understand that failure to do so may result in the issuance of a citation, forfeiture of my parking privileges, and/or impoundment of my vehicle(s).
